The Prime Minister appoints the chairman of the National Council of the Environment and of the Sustainable Development/CNADS.

Professor Mário Ruivo was appointed Chairman on November 28th 1997 and the Government has successively renewed his mandate.

Professor Mário Ruivo has a university degree in biology by the University of Lisbon (Faculty of Sciences, 1950) and specialized in biological oceanography and management of marine living resources (University of Paris - the Sorbonne, Laboratoire Arago: 1951-54). He is currently Chairman of the Scientific Board for the Sciences of the Sea and Environment of the Foundation for Science and Technology, Chairman of the Portuguese Committee of the IOC/MNE and Vice-Chairman of the Intergovernmental Oceanographic Committee (IOC UNESCO) since 2003. Professor Mário Ruivo is also member of the Strategic Commission for the Oceans, set up under the auspices of the Prime Minister.
